Many are volunteer-led, have an annual income of £5,000 or less, and are guided by a constitution that enables local people to make decisions about the issues that matter most to them. They may run a lunch club, youth activity, community garden, cultural group or support network. Their budgets may be modest, but their value to local people is immeasurable.

These groups are rooted in relationships, trust and local knowledge. They are often among the first to spot a growing need and the best placed to respond in a way that is relevant, welcoming and accessible.
